Reportedly, the NBPA has no interest to bring the eight eliminated teams into the bubble.

Several of the teams left off the 22-team invitation list for the bubble have been voicing their frustration with the league and there was some talk about a second possible bubble for those teams but the National Basketball Players Association is not interested in having eight new teams enter the Disney bubble. The plan was to have those squads enter as the first wave of teams was eliminated, but that's likely too much risk in terms of jeopardizing the current operation. As of now, there is a chance the eliminated teams may be able to hold voluntary workouts in the teams' own facilities at some point.
