Thoughts on New/Interesting Penalties for Dump Trades in Dynasty

Thoughts or suggestions on how to demotivate people form doing dump trades towards deadline in dynasty league? Our league allows 3 keepers who were not selected in the first two rounds of the current year. There is also a 1 round penalty for keeping. So for example, if you got someone in the 3rd round, you could keep in the 2nd...or someone in the 15th round, could keep in the 14th.

The problem last year was that a few teams completely out of it did massive trades that severely changed the landscape of the league. One deal was Anthony Davis and KAT for a 14th round Porzingis keeper. The #1 team ended up getting the Brow and Kat added to him. It makes perfect sense for the dead team to do this for the keeper, but it really screws the rest of the league who have been grinding all year.

So how can we demotivate and potentially limit these dump trades? I don't know, but a few thoughts below.
1-Make last place and any number of the lower teams (10 team league) have keeper penalties the follow year. Maybe instead of 2 rounds, they have to pay 3, 4, or 5 rounds to keep someone.
2-Less keepers. Maybe we keep it simple and do less keepers for bottom people.
3-Some kind of "dump" announcement be required to alert the league that is what they are doing so all parties have a chance at it.
The key is to balance keeping it fun/fair this year while not penalizing so bad they are heavily screwed from the get go for next year.

in one my leagues we instituted a rule that if a keeper in-eligible player(s) is involved in a trade then no players that are part of that trade can be kept. If that makes sense. In your scenario, Porzingas would no longer be keeper eligible since he was traded for first round players.
