I have to drop one to have a streaming spot but have no clue what the Bulls are gonna do. I was leaning Portis but are they going to give Carter tons of minutes to develop? I could drop Rudy Gay instead but he is lighting it up right now
I think you could go with your stat needs on that one. Portis for popcorn, Carter for blocks. But everything else equal I think I'd keep Carter just because blocks are more precious in fantasy and because, as you say, the possibility that he gets big development minutes as the season goes on.
That said, the Bulls' 3-3-3 playoff schedule limits the appeal of both of them in H2H leagues. Whichever one you decide to keep, think about selling high the moment he puts together a hot streak.

Idk about that its only one bench, Harrell and Isaac were dropped this morning
Well there you go. I'd prioritize Harrell over Isaac due to H2H playoff schedule. Wouldn't wring my hands too much over which Bull to prioritize dropping, but put in claims for both guys for sure.
I'm worried Harrell will lose me FT%, my team is built around Harden, Lillard, and Kemba with Gasol/Siakam/Sabonis/Lamb
The way I'd look at is that with all those FT% studs you can afford to take a hit from Harrell and still be competitive in the category.
