It really boils down to Jokic vs Kemba, currently ranked 13 and 12...not sure which way to lean.
I lean Jokic over Kemba.
Kemba/Dwight is a tough combo, because Howard is a FT punt guy, but if you're punting FT then Kemba is not really a great fit for your roster, unless you then move him for more FT-punt friendly player (LeBron? Probably takes a multi-player deal to make that work).
Point is, Howard can at least be leveraged into decent value with a proper build, whereas Gordon really can't; he just is what he is, which is an empty, fringey points-and-threes guy at best. (Also, Wizards have a 4-4-4 playoff sched in most h2h leagues, assuming it's a playoff league. Of course with Howard's injury risk it's hard to take for granted that he'd be playing in all those games.)
Anyway, for me it might come down to how easily the Kemba/Dwight roster could be transformed into a FT punt team. If that's doable then I might actually prefer the Kemba/Dwight side even if in a vacuum I give the slight edge to Jokic. They're close enough that I think the difference between Howard and Gordon is worth considering.
Jokic side for me. I loved Kemba this year with Dwight out of town, but he's playing over his head at present.
