between ish smith and tyus jones, which is the more desirable pickup if you're looking for some pg depth? do either have more upside than milos teodosic?

Tyus by a lot. Ish is awful for your %s, TOs, and really doesn't do anything besides assist. I'd rank 'em Tyus, then Milos, then Ish.
