In a 11 man 9 cat Roto and due to a few injuries, I have a ton of games left to play. When all said and done, I'd probably have an average of 4 games per position left when the season ends. This is also lead to me dropping out of top 3 and leaving me in the middle of the pack. Should I be playing this almost like a head to head style...where I would target players that play 3+ games per week? I have roughly 25 moves left before the season ends, which is plenty in my book for multiple adds/drops per week (also no cap on moves per week).

My team is as is:
Dinwiddie, Jrue Holiday, Oladipo, Ingles, WCS, M.Turner, Kat, Len, michael Beasley, Lonzo, Rondae, McCollum, and James Johnson.

Would players like JJ, Lonzo, Beasley and Rondae be candidates for streamer options?

Still got quality guys out on the wire Oubre, Tyler Johnson, Jordan bell and Rodney Hood now too (just got dropped before the news of possible higher usage, need to use waiver)

Is this a weekly league? Can you not rotate in your bench guys to catch up in games played?

I can. I'm just wondering if I need a shot in the arm style playing from now til the end. Make hot free agents and whatnot.

Generally if you can deploy 13 players you can catch up in games played ... worst case over the final couple weeks you can stream to gain a few games. Doubt you'd need to unless you're so far behind it's impossible.
