Safe in the top tier is pretty self explanatory I would think.
H20 = water
So its saying he has been at the high water mark. In other words it is asking 'has he peaked?'...aka 'Could he get even better?'
Capeesh?
I'm thinking hes saying. Hes a safe pick but has been playing right up to this full potential so not much upside should be expected.
I believe this is meant to read as "has he hit his highest level yet?" Meaning, could he go even higher than before? Perhaps.
