Depends if they're an injury prone player or not.

I tend to look at cumulative, but am always looking more short term for guys breaking out.

Depending on league depth, there might be better options. Moore’s gain is limited while Miller stands to get a bigger bump in value. That said, what Miller might gain may not necessarily exceed what Moore currently brings.
